Russia to review punishment for illegal gambling business

The State Duma of the Russian Federation approved in the second reading the draft law on strengthening criminal liability for illegal gambling operations. The document also provides for penalties for landlords offering real estate for such activities.

Sanctions will apply to all gambling operators who work outside the gambling zones and use gambling equipment. Bookmakers operating outside the gambling zone without a license also risk facing the punishment.

The measure of punishment will be established individually, but at this stage the possible options are as follows:

  • A fine of 300-500 thousand rubles.
  • Compulsory labour for a period of 180-240 hours.
  • Restriction of liberty for up to 4 years.
  • Imprisonment for up to 24 months.

The third reading is required to adopt the law. The date of consideration has not yet been determined. At this stage, the amendments will not be considered.
