According to the Ministry of Finance of Ukraine, major part of the gambling market operates illegally. The Ministry estimates the shadow market in Ukraine at $ 1 billion.
This information was announced by the Minister of Finance Oleksandr Danyliuk, report Ukrainian media.
“The volume of this market is at least one billion dollars. No penny of this amount is paid to the budget. The whole market is in the shadow,” the minister said.
He also called on the Verkhovna Rada (Ukrainian parliament) to approve the gambling bill developed by the Ministry of Finance. At the same time, Deputy Minister Sergey Marchenko confirmed that the issue of two more licenses for lottery activity is expected next year. He also admitted that the number of licenses may be bigger.
It is also worth mentioning that the government included the revenue of 352.4 million UAH from lottery business license payments into the state budget plan for 2018. Lotteries are the only officially licenced gambling activity in Ukraine and operators adapt to the format.

The leader of the list with 400-450 million hryvnias per year is “Ukrainian National Lottery”. This company belongs to the offshore “Efamiano Holdings Limited”.
The second place belongs to LLC “MSL” with an income of 350-400 million hryvnias. Among the founders of the company there is also a Cyprus offshore - “Evolot Limited”.
In the third place - LLC Nedles with a revenue of 10-15 million hryvnias. The owner is Vitali Miroshnikov from Kiev.
In the fourth place - PJSC “Patriot” with a revenue of 7.5-8.0 million hryvnias. The founder is Sehriba Investments Limited.
The fifth place of the of the list belongs to the company - LLC “Relax” with a revenue of 1.5-2 million UAH.
