The new gambling bill which passed the first reading specifies the rules for slot machine operators and it seems that Ukraine can be a big new market for slot manufacturers. According to the bill, only new slot machines are allowed for operation, i.e. produced in 2019 and later.
The total number of slot machines allowed is calculated based on the population: 1 slot machine per every 1000 citizens. Recent electronic census shows that population of Ukraine totals 37.3 million by the end of 2019. However, the data doesn’t include Crimean peninsula and eastern Donbas regions of Donetsk and Luhansk oblasts. So, as for the present moment Ukraine will need 37k slot machines, or about 40K if occupied territories are taken into account.
The cost of the license equals 750 minimum wages ($ 141,7k) for 5 years. Moreover, the operator will pay tax of $ 1,133 for every slot machine yearly and will need to win an electronic auction to get additional license allowing to operate every 25 slots.
The bill specifies the maximum market share for every operator. So, a single operator cannot get more than 35% of licenses. All slot machines should be certified, linked to online monitoring system and programmed to pay out as winnings at least 90% of the money that is wagered by players.
