Ukraine’s bill on gambling: special gambling zones requirements

According to the bill on gambling, location of gambling establishments depends on the type of gambling services provided. Casinos can be placed on the territory of the “special gaming zone”. These are the buildings where the five-star hotels are located. For Kyiv, these are hotels with a capacity of 200 rooms, and 150 rooms for other cities. However, “in the case of investment projects,” this requirement may change.

Offline betting points can work in any non-residential premises, except for: buildings of government bodies, religious organizations, cultural institutions and medical institutions. In addition, bookmakers should not be located closer than 150 meters to educational institutions, as well as special children’s centers.

Slot machines can be installed in buildings of hotels which have a category from three to five stars. For Kyiv, this should be hotels with 200 rooms, and 150 rooms for other cities. Like betting points, slot machines cannot be installed in the buildings of government bodies, religious organizations, cultural and medical institutions, and also closer than 150 meters to educational institutions and special children’s centers. Finally, slot machines will be banned in cities with a population of 10,000 or less.

Poker rooms can be organized in any non-residential premises, except for buildings of government bodies, religious organizations, cultural and medical institutions, as well as closer than 150 meters to educational institutions and special children’s centers.
