Interior Minister Arsen Avakok has said that the Cabinet of Ministers adopted a resolution on Dec. 20, according to which all gambling establishments must be closed from today, the press service of the ministry has said.
“The resolution of the Cabinet of Ministers has already been published and entered into force. It consists in the following: to cancel the order of the State Committee for Regulatory Policy and Entrepreneurship of the Ministry of Finance of December 12, 2012 regarding the activities of lottery distributors. The National Police and the Fiscal Service shall ensure the adoption of appropriate measures, Avakov said during a conference call on Friday.
The minister noted that this issue will be regulated by a special law, which is now being considered and will be adopted by parliament.
“The Cabinet’s decree dictates that all gaming clubs, lotteries and gambling establishments should be closed. I request the National Police to close down gambling establishments before 4:00 p.m. on December 20, in accordance with the Cabinet’s decision,” he added.

Head of the Strategic Investigations Department of the National Police Vladimir Okolyt said last night the police stopped the activities of 152 different gambling facilities that were considered illegal. The approximate total cost of the seized gaming equipment is Hr 46 million.
“Last night, department specialists established gambling establishments that were considered illegal. After the decision of the Cabinet of Ministers, electronic systems of these establishments will be canceled. Now all state lotteries are deprived of the opportunity to use their electronic systems. In this connection, it is necessary to create permanent mobile groups of investigative units and department workers in the field. These groups must counteract, identify and document illegal gambling,” he said.
The government’s decree on counteracting gambling business No. 1325-r was adopted at a Cabinet meeting on Dec. 20 morning and published on the government’s website.
“To repeal the order of the State Committee for Regulatory Policy and Entrepreneurship, the Ministry of Finance of December 12, 2002 No. 128/1037 in the activities of lottery distributors and the definition of the concept of ‘electronic system,’ the document says.
The order also contains an instruction from the National Police and the State Fiscal Service (SFS) to ensure the termination of the work of lottery distributors whose activities are not related to the organization and conduct of lotteries not prohibited by the law on the prohibition of gambling in Ukraine.
